Sekondi Takoradi Metropolitan Assembly Made an  Unaccounted Items Of - GH¢147,948.60



The Sekondi Takoradi Metropolitan is one of the 260 Metropolitan, Municipal and District Assemblies (MMDAs) in Ghana and forms part of the 14 MMDAs in the Western Region.

Sekondi-Takoradi Metropolis is located at the south-eastern part of the Western Region. This makes it the smallest, but easily the most highly developed. Indeed, it is the third largest Metropolis in the whole of Ghana. The Administrative Capital of the Metropolitan is Sekondi-Takoradi.

The Metropolis is bordered to the west by Ahanta West Municipal and to the east by Shama District. At the south of the Metropolis is the Atlantic Ocean and at the northern part is Wassa East District.

According to the auditor general's 2018 report, it has been revealed that, the metropolitan has Made a total payment of  Unaccounted Items Of - GH¢147,948.60.

   Section 52 of the Public Financial Management Act, 2016 (Act 921)  requires a principal spending officer of a covered entity to maintain adequate  records of all government stores and that, the principal spending officer is  discharged of accountability of government stores where they have been  consumed in the course of public business and records are available to show 
they have been consumed. 

 On the contrary, Sekondi Takoradi Metropolitan Assembly purchased Sheep to Muslims, Assorted items to People With Disabilities (PWD), Rice and building materials worth  GH¢147,948.60 but failed to provide store records of receipts, usage as well as  distribution list to confirm the beneficiaries of the items.  

Poor inventory management and lack of supervision by the  managements of the three Assembly resulted in the lapse. 
  
 In the absence of relevant document of accountability, we were unable to  certify that the items were actually bought and used in the interest of the  Assemblies. 

 Following this Irregularities, the Auditor general has therefore recommended to the Coordinating Directors and Finance Officers of  Sekondi-Takoradi Metropolitan  Assemblies to refund the amount of GH¢147,948.60 to the Assembly.
