Financial Irregularities In Assemblies: part seven


Agona West Assembly Failed to Utilized MP’s Common Funds - GH¢405,320.31.


The Agona West Municipal is one of the seventeen (17) MMDAs in the Central Region of Ghana. Its capital is Agona Swedru.

According to the auditor general's 2018 report, it has been revealed that, the Agona West Assembly Failed to Utilized MP’s Common Funds - GH¢405,320.31.

  The Member of Parliament’s (MP’s) Constituency Fund is annually
allocated and released quarterly by the Administrator of Common Fund to
support the MP’s Constituency Development Projects in order to improve the  living condition of the people in the Constituency.

 We noted that the Administrator of the DACF transferred a total amount
of GH¢405,320.31 as MP’s Constituency Fund for 2017 and part of 2018  allocations to the MP for Agona West  Constituency but the funds were not  utilized on any developmental projects or social intervention activities in the  Constituency. Details as per quarterly releases are provided below:

On the;
• 1st January 2018, Gh¢ 113,188.09 was released as the 1st and 2nd Quarter of 2017,

• 28th February 2018, Gh¢84,660.42 was released as the 3rd Quarter of 2017,

• 1st June 2018, Gh¢79,619.08 was released as 4th Quarter 2017,

• 26th July 2018, Gh¢61,121.55 was released as the 1st Quarter of 2018,

• 24th October 2018, GH¢66,731.17 was released as the 2nd Quarter of 2018.

Totalling GH¢405,320.31.


 The situation has denies the people of Agona West Constituency the  benefit of the needed infrastructure and other social interventions for improved  living conditions. The non-utilization of the funds also affects the value of the  money.

 Following this Irregularities, the auditor general recommended to the management of the Assembly to ensure that the  MP, Hon. Cynthia Morrison, make use of her Common Fund allocation to finance the Assembly’s planned activities to avoid inflation eroding the value
of the funds allocated.
