Financial Irregularities In Assemblies: Part Four

Assin North District Assembly Wasted ¢13,400.00 Over Failure To Fully Execute Works


Regulation 39 of the financial administration regulation 2004 ( LI 1802), requires that a head of department shall ensure that money are utilized in a manner that secures both optimum value for money and the intention of Parliament.

Contrary to the above regulation, the Assin North District Assembly awarded contract to MESSRS JESUS IS ALL ENT and ALBEJO CO.LTD, on 13th November 2018 for the constructions of three (3) bedroom bungalow for the District coordinating director and renovation of Health office block at the contract sum of ¢431,949.52.

We however noted that, the work was not fully executed to agreed specifications, plans and drawings as contained in the bill of quantities as detailed below.

• provision of site office--¢1,500.00.
• Maintenance of site office--¢1,200.00
• Removal of site office--¢1,300.00.
• Watching and protecting the works--¢1,800.00.
• Provision of temporal store--¢500.00.
• Provision of project sign post--¢1,000.00.

• ALBEJO GHANA LTD.

*Contract*

• Renovation of Health office block at Assin Bereku.

*Bill Of Quantities Not Done*

• Provision of site office--¢1,500.00.
• Maintenance of site office--¢600.00.
• Removal of site office--¢1,00.00.
• Provision of temporal store--¢500.00
• Provision of project sign post--¢1,200.00.


This was attributed to wrongful certification of work done by the District works engineer and lack of due diligence on the part of the monitoring team in reporting project executed to management, leading to payment of No work done of ¢13,400.00.

We recommend recovery of the amount of ¢13,400.00 from the contractors, failure of which the works engineer, the coordinating director and the project manager should be held liable to pay for the amount involved.
